I look at it this way. You can elect a person to run the country, or a group or the citizens of the country itself. Switzerland uses direct democracy so its not a fallacy. What will make this happen is online voting using the security of the block chain. Imagine being able to vote while sitting at home. I would think many more will vote. Now the issue then is to get enough information to the voters so they can make an "informed" decision. That can come through something like a court of public opinion..
