It essentially pauses the legal process until a specific event or condition occurs. There has been no stay of proceedings, just the regional district saying a few days ago that they wouldn't accept the carcasses at their district landfills unless further testing shows the birds are positive for the Avian flu, but their statement has no legal power to nullify the order the CFIA was granted.
